In the heart of Hollywood, Bill Smith and his bumbling brother, Uncle Cecil, try to cope with the pranks of young Bumps Smith and her dismal report card. Bill's fight for educational reform gets underway when he receives a threatening call urging him to drop his cause. The ensuing chaos temporarily distracts him from his troubles.
