Police detectives Kramer and Stanley Skinner work on a strange murder case that starts with a special $100 bill and gets them mixed up in complicated personal connections. They discover a secret plan that goes all the way up to the government, and they catch the main bad guy and his partner. After seeing how much corruption and lies exist in the shadows, both men are never the same again.

Police find five twenty-dollar bills, each marked with two zeroes written in red, in the wallet of murdered private eye Luther Bendow. When, on television, private citizens are asked to provide any information they might have on the killing, a man tells police he gave the marked bills to his landlord. He says he always marks such bills so cashiers can’t cheat him when making change. Little does he know how important these bills are to become in apprehending the murderer.
