When eight bloody murders are committed, police lieutenant Altman receives notes from the killer claiming that nature has commanded him to kill because "the more she destroys, the more she renews herself." The note left behind with each new victim quotes the Bible, "Thou shalt not kill." Once a description of the killer is obtained, Altman consults Judge Wilmot, who theorizes that the killer has a dual personality like Jekyll and Hyde. So Altman suspects just about everyone except the judge who fits the description perfectly and owns a gun like the assassin's.
